Exempts individuals breeding or raising quail from the noncommercial wildlife breeder's license requirement when done for personal consumption, hobby, educational, scientific purposes, or release on private property

Maintains the general requirement that persons breeding or raising other wildlife for personal consumption or noncommercial purposes must obtain a license from the Director of Wildlife Conservation

All noncommercial wildlife breeder's licenses continue to expire on June 30 of each year
