Directs the Oklahoma Department of Human Services to request a federal waiver from USDA to prohibit SNAP benefits from being used to purchase candy and soft drinks

Grants the Director of Human Services discretionary authority to exclude additional items deemed "nonnutritive food items" through subsequent waiver requests

Requires waiver requests to include justification based on public health concerns and cost savings, an implementation plan for retailer point-of-sale systems, and an education/outreach strategy for SNAP recipients

Mandates implementation within 6 months of receiving federal approval, with annual reporting to legislative leadership and the Governor on waiver status, spending patterns, and policy recommendations

Effective date of November 1, 2026
