Lowers the minimum age for physically disabled adults to qualify for the ADvantage Waiver Program from 21 to 19 years of age

Adds a new exception allowing persons with cognitive impairments to qualify for the program if they already resided in a contracted assisted living center before developing the impairment

Requires assisted living centers to execute a plan of accommodation with cognitively impaired residents under the exception

Expands eligible residences to include assisted living centers contracted with the Department of Human Services under the ADvantage Waiver Program

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval
