Creates the Oklahoma Department of Transportation Educational Assistance Program to provide tuition and fee assistance for Oklahoma residents age 18+ pursuing baccalaureate degrees in engineering, land surveying, or accounting at Oklahoma public universities

Covers resident tuition, mandatory fees, and academic service fees up to 18 credit hours per semester, with graduate program assistance available after undergraduate funding is fully met

Requires recipients to commit to working for the Oklahoma Department of Transportation for 5 years immediately following degree completion in an eligible profession

Students who fail to complete the 5-year work commitment must repay all assistance received, though hardship waivers may be requested from the Department Director

Establishes the Oklahoma Department of Transportation Educational Assistance Revolving Fund to receive repayments, gifts, grants, and appropriations for the program, with an effective date of July 1, 2025
