Prohibits the use of eminent domain for siting or building wind, solar, hydroelectric, battery storage, hydrogen gas, or other renewable energy facilities on private property

Maintains existing eminent domain authority for entities providing light, heat, or power by electricity or natural gas for traditional utility purposes

Requires a Certificate of Authority from the Corporation Commission before exercising eminent domain for electric transmission facilities rated greater than 300 kilovolts

Exempts Oklahoma retail electric suppliers and rural electric cooperatives from the Certificate of Authority requirement for extensions, rebuilds, or upgrades to transmission facilities

Effective date: November 1, 2026
