Creates a Cyber Crime and Fraud Unit within the Oklahoma State Bureau of Investigation to investigate cyber-enabled criminal activity (intrusions, ransomware, digital extortion, online exploitation), financial fraud, identity theft, and crimes involving digital evidence

Unit may only initiate investigations upon request from a district attorney, law enforcement agency, or state officer; upon direction of the Governor; or as otherwise permitted under existing OSBI statutory authority

Unit responsibilities include conducting investigations, providing digital forensics and technical assistance, coordinating with federal/state/tribal/local partners, and developing training for law enforcement on cyber-crime trends and digital evidence handling

Establishes the "Cyber Crime and Fraud Unit Fund" as a revolving fund in the State Treasury, not subject to fiscal year limitations, to fund the unit's operations

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval; passed the Senate on March 9, 2026
