Creates the "Oklahoma Sexual Education Reform and Parental Rights Protection Act," changing sex education participation from an opt-out to an opt-in system requiring written parental consent before students can receive instruction

Defines "comprehensive sexual education" broadly to include programs that discuss contraception without emphasizing failure rates, non-heterosexual orientations, gender identity beyond binary male/female, consent and negotiation skills, or abortion as a healthcare right

Defines "optimal sexual health education" as programs emphasizing abstinence, monogamous heterosexual marriage, risks of premarital sex, and parental authority over student decision-making

Requires all sex education classes to be taught only by certified teachers employed by the school district, prohibiting outside organizations including county health departments from leading instruction

Limits instructional materials to those on the State Textbook Committee's approved list and prohibits use of state funds to purchase non-approved materials; effective date July 1, 2026
