Requires school districts to grant statewide professional educators' associations equal access to employees, including informational tables at meetings, speaking opportunities, electronic mail distribution, meeting room use, bulletin board postings, and promotional events

Prohibits school districts from conditioning equal access on meals, gifts, donations, or sponsored activities, and bars districts from charging fees to associations for access or promotional material distribution

Allows school district employees to terminate membership in employee organizations at any time via mail or email, with organizations required to immediately cease dues collection upon receiving termination notice

Prohibits employee organizations from restricting membership termination to specific dates, requiring specific forms, or demanding employees disclose reasons for leaving

Requires associations denied access to notify the local school board, and if access is not restored within 15 days, to notify the State Board of Education; effective date is July 1, 2026
