Establishes eight enumerated student rights at Oklahoma State System of Higher Education institutions, including rights to free expression of religion and speech, freedom from education endorsing socialism/communism/Marxism, freedom from "indoctrination," protection from grading bias based on political beliefs, and access to guest speakers regardless of ideology.

Requires each institution to establish a seven-member Free Campus Committee composed of one full-time student, one administrator, and five community representatives appointed by the Governor, Senate President Pro Tempore, and House Speaker.

Mandates the Free Campus Committee create a due process plan including a reporting hotline, procedures for investigating violations and false accusations, law enforcement referral protocols, and an appeals process.

Creates a private cause of action allowing students (or parents of minors) to sue institutions within one year of a violation, and permits civil suits against individual faculty members for willful violations.

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval.
