School athletic associations must submit any new rules or amendments governing interscholastic activities to the President Pro Tempore of the Senate and Speaker of the House at least 30 days before the end of the legislative session

The Legislature has 30 legislative days to approve or disapprove the rules by joint resolution; if no action is taken within that period, the rules are automatically approved

Transfer students who move to a public school district where they are not residents under the Education Open Transfer Act may participate in interscholastic activities immediately upon enrollment

Repeals 70 O.S. 2021, Section 8-103.2, which previously governed participation in competitions after certain student transfers

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
