Creates the Oklahoma Athletics and Activities Commission, a 19-member body to supervise and regulate secondary school activities, with members appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House

Commission membership includes public school administrators/athletic directors from large and small districts, parents from large and small public schools, parents from large and small private schools, and the Superintendent of Public Instruction or designee

Initial appointments must be made by August 1, 2026, with an organizational meeting by September 1, 2026; the Commission must submit an operational plan to state leaders by January 30, 2027

Beginning with the 2027-2028 school year, the Commission takes over supervision of all secondary school activities including school categorization, scheduling of regular and post-season competitions, hiring and training officials, and athletic facility usage

Repeals 70 O.S. 2021, Section 8-103.2 (related to participation in competitions after student transfers); effective July 1, 2026, with an emergency clause for immediate effect upon passage
