Maintains existing requirements for professional development committees composed mostly of classroom teachers, with members including administrators, school counselors, mental health providers, and parents

Continues mandatory training requirements including child abuse recognition (first year and every fifth year), autism training (every 3 years for early childhood through grade 3 staff), and annual dyslexia/dysgraphia awareness programs

Requires districts to submit annual electronic reports to the State Department of Education on professional development needs, activities, expenditures, and results

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
