Expands Oklahoma Higher Learning Access Program (Oklahoma's Promise) eligibility to include children of certified school personnel such as principals, supervisors, administrators, counselors, librarians, and certified or registered nurses, in addition to existing eligibility for children of certified classroom teachers

Requires the certified personnel parent to have worked in Oklahoma public schools for a minimum of 10 years (not necessarily consecutive) prior to their child applying for the program

Sets income eligibility threshold at 700% of the federal poverty level for children of certified classroom teachers applying in the 2025-2026 school year and for children of other certified personnel applying in the 2026-2027 school year

Excludes children of school district superintendents from this eligibility pathway

Declares an emergency with an effective date of July 1, 2026
