Mandates foreign persons holding property in violation divest within 12 months of discovery or face civil penalties up to $50,000 per day per violation, with enforcement authority granted to the Attorney General

Creates a private right of action allowing individuals with direct knowledge of violations to sue on behalf of the state, with plaintiffs receiving 15-30% of any recovery; effective November 1, 2026
