Removes "rape by instrumentation or attempt thereof" and "forcible sodomy" from the list of offenses where persons ages 15-17 are automatically treated as youthful offenders with possible certification as juvenile or adult

Requires persons ages 15-17 charged with rape in the first or second degree, attempt thereof, or rape by instrumentation to be tried as adults (removing district attorney discretion to charge as youthful offender for these offenses)

Removes "rape in the second degree" from the list of offenses where 16-17 year olds may be charged as youthful offenders at the district attorney's discretion

Updates statutory language and references throughout the Youthful Offender Act provisions

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
