Increases fees for Oklahoma State Bureau of Investigation criminal history record checks: Oklahoma-only records rise from $15 to $20, Oklahoma records with fingerprint analysis rise from $19 to $25

Establishes new fee categories for national criminal history records: $41 for electronic submissions, $55 for mail submissions

Requires national criminal history record checks for personnel accessing criminal history information to be completed before the individual receives access, with checks permitted up to 30 days before authorization takes effect

Removes obsolete July 1, 2009 deadline language and updates statutory references throughout the bill

Effective date: November 1, 2026
