Beginning January 1, 2027, the Oklahoma Water Resources Board must offer a five-year flex allocation for groundwater usage, allowing permit holders to exceed annual allocations in individual years as long as cumulative usage over five years stays within limits

Permit holders may not exceed 150% of their permitted annual allocation in any single year of the five-year period

Applicants for five-year flex allocation must submit annual usage reports from Board-approved measurement systems and pay annual groundwater permit fees

Groundwater irrigation districts and conservation districts must develop voluntary measurement programs providing Board-approved measuring systems to non-participating permit holders on a loan or cost-share basis

Domestic wells are exempt from these requirements; effective date is November 1, 2026
