Amends the Oklahoma Brine Development Act to expand its scope to include "produced water" (wastewater from oil and gas operations) in addition to brine, enabling commercial extraction and sale of constituent elements like lithium, bromine, and magnesium from this water

Creates a new "produced water unit" designation allowing the Corporation Commission to authorize unitization of produced water from oil and gas wells for mineral extraction, with unit size generally limited to the spacing or drilling unit of the associated well

Removes the requirement that brine production units be limited to a single common source of supply, allowing brine to be produced from multiple sources through one or more wells within a unit

Authorizes proposed operators to seek emergency relief from the Commission for immediate extraction and sale of constituent elements from produced water prior to final unit establishment, with royalties held in suspense for unleased owners

Requires brine owners in produced water units to share proportionally based on acreage, with gross production measured by total volume of produced water before extraction of any constituent elements
