OK SB1931

Expands the Oklahoma Employment Security Commission from 5 members to 8 members, with appointments divided among the Governor (5 members), Senate President Pro Tempore (1 member), and Speaker of the House (1 member), plus the CEO of the Oklahoma Workforce Commission as an automatic member

Requires specific representation including: a public member as chair, business representatives from both rural counties (under 50,000 population) and urban counties (over 50,000), and employees from both small businesses (under 100 employees) and large businesses (over 100 employees)

Legislative appointees must represent businesses that have operated for more than 10 years, with the Senate appointee representing small businesses and the House appointee representing large businesses

Commissioners serve at the pleasure of their appointing authority and may be removed without cause; five commissioners constitute a quorum

Repeals existing sections on Governor removal authority and quorum requirements, effective November 1, 2026
