Prohibits water diversion from the Kiamichi River (from 4 miles north of the Highway 3 bridge to the Arkansas state line) and the Glover River (from its confluence with the Little River to its east/west creek branch) for nonlocal municipalities or counties located more than 10 miles from the river

Bans construction of dams, impoundments, or diversion structures on these protected river segments

Prohibits diverting water from these rivers for nonlocal agricultural purposes or for sale, profit, power generation, battery storage, or data storage facilities

Exempts existing practices and structures in place before the effective date of November 1, 2026

Defines "industrial water" to include water used for manufacturing metals, chemicals, paper, food, and beverages, as well as mining, power generation, and oil/gas extraction
