Lowers the minimum age to carry firearms (concealed or unconcealed) and to obtain a handgun license from 21 to 18 years old for all eligible Oklahoma residents, removing the previous requirement that 18-20 year olds must be military members, veterans, or honorably discharged

Maintains existing prohibitions on firearm carrying for persons convicted of assault and battery causing serious injury, aggravated assault, domestic abuse, stalking, protective order violations, or drug offenses

Retains existing exemptions allowing firearm carry for self-defense, hunting, educational/recreational purposes, peace officers, judges with valid licenses, and living history reenactments

Updates eligibility requirements for handgun licenses under the Oklahoma Self-Defense Act to align with the expanded age provisions

Effective date: November 1, 2026
