Reduces the annual Distiller License fee from $3,125.00 to $1,250.00

Expands where licensed distillers can sell spirits by allowing sales at multiple locations statewide (previously limited to one location in the same county) and removes the previous 15,000 gallon per year cap on direct-to-consumer sales

Caps the markup wholesalers can charge when selling spirits back to the distiller that manufactured them at 12% above the free-on-board price plus state excise taxes

Adds licensed distillers to the list of entities permitted to take certain merchandising actions (such as furnishing point-of-sale materials and product displays) without those actions being deemed unlawful inducements

Exempts spirits manufactured in Oklahoma from brand label registration fees (beer manufactured in-state was already exempt); effective date November 1, 2026
