Creates the Turnpike Legislative Oversight Board, a 12-member body with 6 senators and 6 representatives appointed from each of the state's six turnpike districts, serving two-year terms beginning in January following each general election

Grants the Board authority to oversee Oklahoma Turnpike Authority functions, activities, policies, procedures, and expenditures, including power to compel production of witnesses, experts, data, and non-privileged information

Requires the Board to meet at least annually, produce written reports on OTA management and transparency, and distribute findings to the Governor, legislative leadership, and OTA officials

Authorizes the Board to temporarily suspend non-ex officio OTA board members or executive staff for 30 days by majority vote for causes including refusal to cooperate, fund mismanagement, professional misconduct, or rule violations

Allows permanent removal of suspended officials through a two-thirds vote of the Board followed by two-thirds approval from both legislative chambers; declares an emergency for immediate effect upon passage
