Authorizes the Oklahoma Legislature to remove 16 state agency heads by majority vote of both chambers, including directors of Corrections, Human Services, Public Safety, Transportation, Health, Mental Health and Substance Abuse Services, Emergency Management, and Tourism and Recreation

Lowers the removal threshold from two-thirds majority to simple majority for several positions that previously required the higher vote, including the Executive Director of Juvenile Affairs, Commissioner of Mental Health, Director of Corrections, Director of Transportation, and Administrator of the Oklahoma Health Care Authority

Adds new legislative removal authority for positions including the President of the State Board of Agriculture, Director of OMES, Chief Information Officer, State Commissioner of Health, Executive Director of the Oklahoma Medical Marijuana Authority, and Secretary of the Land Office

All affected agency heads remain appointed by the Governor with Senate confirmation and continue to serve at the Governor's pleasure

Effective date is November 1, 2026
