Eliminates the existing list of approximately 35 specific exemptions from the Oklahoma Central Purchasing Act (covering entities like county governments, higher education institutions, Department of Transportation, Grand River Dam Authority, and various other agencies)

Requires all entities seeking exemptions from the Central Purchasing Act to submit evidence annually to the State Purchasing Director demonstrating that their exemption reduced costs and increased efficiency

Grants the State Purchasing Director authority to examine and approve exemption requests each fiscal year, subject to legislative approval through a joint resolution

Renames the "State Use Committee" to "State Use Advisory Council" throughout the relevant statutes

Takes effect July 1, 2026, with an emergency clause allowing implementation immediately upon passage and approval
