Creates the "Mining and Blasting Residential Protection Act" establishing an 800-foot buffer zone between new mining/blasting operations and residences, residentially zoned property, and protected structures (churches, hospitals, daycares, schools, nursing homes)

Requires permit applications to include maps identifying all protected properties within 800 feet and a clear depiction of the buffer zone; blasting permits must also include a compliant blasting plan

Mandates public notification through posted signs (minimum 4 square feet with 2-inch lettering) along adjacent public roads and mailed notices to addresses within the buffer zone at least 45 days before application submission

Authorizes the Department of Mines to issue cessation orders, suspend or revoke permits, and impose civil penalties for violations of buffer zone requirements

Effective November 1, 2026; does not apply to current mining operations with valid permits unless seeking an amendment or expansion
