Creates new criminal offenses for gift card and gift certificate fraud, including acquiring or possessing cards/redemption information without consent (larceny), altering or tampering with cards (third-degree forgery), and using fraudulent schemes to obtain redemption information (fraud)

Using fraudulently obtained gift cards or redemption information to obtain money, goods, or services constitutes larceny; if value exceeds $950 in any six-month period, the charge elevates to grand larceny

Covers both closed-loop gift cards (redeemable at single merchant or affiliated merchants) and open-loop gift cards (redeemable at multiple unaffiliated merchants within a payment network)

Would be codified as Section 1740.3 of Title 21 of the Oklahoma Statutes
