Authorizes private citizens to bring civil lawsuits against producers or distributors of unlawful pornography, with statutory damages of at least $10,000 per image plus attorney fees

Requires all internet service providers operating in Oklahoma to implement filtering technology blocking access to child sexual abuse material, obscene materials, and unlawful pornography
