Amends 62 O.S. 2021, Section 7005 to require the Incentive Evaluation Commission to submit its annual report to the Secretary of State in addition to the Governor, President Pro Tempore of the Senate, and Speaker of the House

Changes report submission format from "written report" to "submitted electronically" for the annual incentive evaluation report due by December 15 each year

Updates the name of the Oklahoma Department of Commerce division from "division of Policy, Research and Economic Analysis Services" to "Policy, Research and Economic Analysis Services Division"

Adds two new required evaluation criteria: assessment of whether each incentive furthers a strategic economic goal or industry within the state, and assessment of whether the incentive creates a competitive advantage by evaluating overall effectiveness at a macroeconomic level
