Renames the "Maintenance of State Buildings Revolving Fund" to the "Oklahoma Capital Assets Maintenance and Protection Fund" (OCAMP Fund) and transfers all remaining balances to the new fund

Replaces the eight-year capital plan with three separate five-year plans: OCAMP Higher Education Five-year Plan (45% of funds), OCAMP Tourism and Recreation Five-year Plan (10%), and OCAMP State Five-year Plan (45%)

Allocates higher education funding with 20% to Carnegie-designated research universities (split 50/50 between HBCUs and others), 35% to two-year institutions, and 45% to other four-year colleges

Requires the Long-Range Capital Planning Commission to update each five-year plan at least biennially and submit reports to the Governor, President Pro Tempore, and Speaker of the House

Contains an emergency clause making the act effective immediately upon passage, with a general effective date of July 1, 2026
