Board of county commissioners may reduce the millage rate for county or metropolitan library special levies that were originally approved by voters under the Oklahoma Constitution

Reduced levy cannot fall below the constitutional minimum of 1 mill

Resolution to reduce the levy must include the current and proposed millage rates, findings that the new rate provides sufficient library funding, and a determination that the reduction benefits taxpayers

Resolution must specify the effective tax year for the levy reduction

Effective date: November 1, 2026
