Students who enroll in a public school outside their resident district through the Education Open Transfer Act may participate in interscholastic activities and contests immediately upon enrollment at the receiving school

Repeals 70 O.S. 2021, Section 8-103.2, which previously restricted participation in certain competitions after student transfers

School athletic associations must continue requiring open records access, open meetings, annual financial audits, compliance audits, and performance audits every five years

Effective date is July 1, 2026, with an emergency clause allowing immediate implementation upon passage and approval
