Noncitizens applying for REAL ID Compliant driver licenses or identification cards must be issued documents marked "Limited Term," while those applying for REAL ID Noncompliant versions receive documents marked "Federal Limits Apply"

Noncitizen applicants must present valid proof of lawful presence when applying for or renewing a driver license or identification card, with license duration limited to the lesser of 4 years or the expiration date of their U.S. authorization documents

Noncitizen licensees are restricted to 4-year license terms only (not the 8-year option available to citizens) and must appear in person before a Service Oklahoma examiner for renewals

Service Oklahoma must submit annual electronic reports to the Governor, Senate President Pro Tempore, and House Speaker beginning July 1, 2027, documenting the number of "Limited Term" and "Federal Limits Apply" licenses issued

Effective date is November 1, 2026
