Creates the Political Subdivision Liability Insurance Guaranty Program to insure political subdivisions against excessive liability judgments, administered by a 7-member board appointed by the Governor (3), Senate President Pro Tempore (2), and House Speaker (2)

Requires at least one appointee from each appointing authority to be a member of a political subdivision governing body, with initial terms expiring November 1, 2028 or 2029, and three-year terms thereafter

Board must hold quarterly meetings beginning no later than March 31, 2027, and establish rules for contributions, qualifying claims, and procedures for the voluntary program

Establishes the Political Subdivision Liability Insurance Guaranty Fund, which is not subject to appropriation and may be used for insurance payments, board operating costs, attorney fees, and audit costs

Effective date: November 1, 2026
