Amends the Oklahoma Milk and Milk Products Act to expand exemptions for incidental sales of ungraded raw milk and raw milk products sold directly to consumers at the farm where produced

Allows advertising of ungraded raw milk and raw milk products sales, adding this to existing exemptions for goat milk advertising

Increases the threshold for "incidental sales" from 100 gallons to 1,500 gallons average monthly yield

Declares an emergency, making the act effective immediately upon passage and approval
