Adds two new violations to Oklahoma milk law: selling raw milk without notifying consumers the product is not licensed, regulated, or inspected; and selling raw milk without labeling containers to indicate the product is raw/unpasteurized and the fill date

Expands exemption for incidental farm sales to include ungraded raw milk products (not just raw milk) and explicitly allows advertising of ungraded raw milk and raw milk products

Increases the monthly sales threshold for incidental goat milk sales from 100 gallons to 1,500 gallons

Adds new exemption allowing farmers to make cheese using milk or cream produced on their own farm

Declared an emergency measure, taking effect immediately upon passage and approval
