Amends the Oklahoma Pension Legislation Actuarial Analysis Act (62 O.S. Section 3103) to add provisions related to the purchase of service credits under Section 17-116.2 of Title 70 as a "nonfiscal retirement bill"

Modifies Teachers' Retirement System rules for purchasing military prior service credit, specifying that "salary" for these purchases means the member's verified compensation during the period of active military service

Allows up to 120 days of unused sick leave accumulated after August 1, 1959 to count toward creditable service (20 days equals 1 month of credit) for members retiring or vesting on or after the effective date

Section 1 (actuarial definitions) becomes effective June 1, 2026; Section 2 (service credit provisions) becomes effective July 1, 2026
