Staggers the terms of the six appointed members of the Commission for Educational Quality and Accountability beginning July 1, 2028, with terms ending on June 30, 2030, 2031, and 2032 (two members each year), followed by four-year terms thereafter

Transfers responsibility for conducting the educator supply-and-demand study from the State Board of Education to the Commission, to be completed every three years in cooperation with higher education institutions

Requires triennial reports to legislative leadership and the Governor be submitted electronically beginning November 1, 2027, covering factors contributing to improvements in common education, higher education, and workforce outcomes

Mandates state agencies and assessment vendors provide data to the Commission within 30 days of availability, without requiring separate data-sharing agreements, for the Oklahoma Educational Indicators Program

Authorizes the Commission to contract with independent third parties to process and report data, and to utilize state, federal, grant, or private donation funds to perform its duties
