OK SB2054

Prohibits manufacturing, distributing, mailing, transporting, delivering, prescribing, or providing abortion-inducing drugs (including mifepristone, misoprostol, and methotrexate) in Oklahoma, as well as aiding or abetting such activities

Enforcement occurs exclusively through private civil "qui tam" lawsuits rather than government prosecution, with successful plaintiffs entitled to at least $100,000 per violation plus attorney fees and injunctive relief

Exempts treatment for life-threatening conditions, ectopic pregnancies, miscarriage care, and drugs prescribed for non-abortion purposes; also exempts pregnant women themselves from liability

Establishes 6-year statute of limitations for claims and prohibits class action litigation; bars lawsuits against rideshare/courier services and pharmaceutical companies/carriers that adopt policies against distributing the drugs for abortion purposes

Includes "clawback" provisions allowing Oklahoma residents sued under other states' protective laws to recover damages in Oklahoma courts, and blocks enforcement of out-of-state judgments against those who bring qui tam actions under this act
