Authorizes districts to construct and operate infrastructure both inside and outside their boundaries, including water systems, waste management, storm water control, irrigation, and land elevation alterations

Requires master development agreements between municipalities and districts that legally vest development rights (uses, densities, intensities) and prohibit zoning changes that would impair the district's ability to service bonded debt

Specifies that district bonds do not constitute municipal debt or affect municipal debt limitations, with bonds maturing no later than 30 years after issuance; effective November 1, 2026
