Creates the Oklahoma Food Policy Council within the Oklahoma Department of Agriculture, Food, and Forestry as an advisory and coordinating body to connect farmers, community gardens, and local organizations

Council consists of 9 members appointed by the Governor (3), Senate President Pro Tempore (3), and House Speaker (3), representing farm-to-school programs, food security initiatives, food banks, agricultural producers, and state agencies

Members serve staggered 3-year terms, receive no compensation but are eligible for travel expense reimbursement, and must meet at least 4 times per year

Council responsibilities include creating farmer-to-consumer networks, strengthening farm-to-school initiatives, assessing economic impact of local food distribution, evaluating urban and community gardens, and connecting producers to farmers markets

Requires annual electronic reporting to the Governor and Legislature with recommendations and findings; effective date November 1, 2026
