Requires the State Treasurer to publish detailed unclaimed property information on a public website immediately upon deposit, including owner name, complete last-known address, property type, cash value, holder name and contact information, and year reported

Eliminates the previous 12-month waiting period before unclaimed property records become publicly available

Allows claimants or their representatives to request an administrative hearing under the Administrative Procedures Act after a claim is denied, after 90 days pass without a determination, or upon receiving a request for additional information from the State Treasurer

Requires the State Treasurer to respond to hearing requests within 30 days and to post annual totals of property remitted and returned to owners on the public website

Removes "duly executed power of attorney" from the definition of "claimant's representative" written agreement requirements and effective date is November 1, 2026
