Prohibits taking migratory game birds by baiting or over baited areas where the hunter knows or reasonably should know the area is baited; a baited area remains restricted for 10 days after all bait is removed

Provides an exception allowing hunting of migratory game birds (except waterfowl, coots, and cranes) over areas where grain or feed resulted from normal agricultural manipulation or operations

First offense is a misdemeanor with fines of $250-$750 and/or up to 10 days in county jail; second or subsequent offenses carry fines of $750-$1,500 and/or up to 10 days imprisonment

Automatic revocation of hunting and fishing licenses upon conviction for 1-10 years on first offense; 3-10 years for subsequent offenses
