Authorizes the Statewide Charter School Board to suspend a sponsor's authority to approve new charter schools if the sponsor fails to conduct required annual oversight reviews or if 25% or more of its sponsored charter schools close within a five-year period

Requires sponsor performance reports for charter renewal to include review of compliance with transparency requirements and annual oversight reviews, with 45 days for schools to respond to identified deficiencies

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval
