Prohibits all Oklahoma state entities—including agencies, boards, commissions, departments, public trusts, political subdivisions, and public universities—from employing individuals through the H-1B visa program or Optional Practical Training (OPT) authorization for F-1 student visa holders

Bars state entities from sponsoring, petitioning for, renewing, or extending employment under these federal visa programs

Applies only to new employment agreements entered on or after the effective date, as well as renewals, extensions, or modifications occurring after that date; existing contractual rights are protected

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval

Legislative findings assert that while immigration is a federal matter, the state has sovereign authority over taxpayer-funded public employment decisions
