Prohibits Oklahoma from entering or renewing state contracts with companies that employ H-1B visa workers or Optional Practical Training (OPT) participants in positions within the state

Makes companies ineligible for state tax incentives (credits, rebates, exemptions, abatements, subsidies) during any tax year they utilize H-1B or OPT workers in Oklahoma operations

Restrictions apply only to Oklahoma-based operations and do not affect company employees or activities located outside the state

Legislature may waive prohibitions for specific companies or projects through a concurrent resolution approved by both chambers identifying the public purpose

Companies must certify compliance under penalty of perjury to be eligible for state contracts or tax incentives; effective date July 1, 2026
