Increases the maximum credit card surcharge that sellers may impose from 2% to 4% of the total transaction amount, or the actual processing cost, whichever is less

Maintains existing requirements that sellers must clearly post surcharge amounts at point of entry, point of sale, on websites, and verbally disclose for phone transactions

Surcharges cannot be charged to customers who use credit cards when the seller only accepts credit cards as payment

Effective date is November 1, 2026
