Expands Oklahoma's firearm preemption law to explicitly include "firearm and ammunition components" in the categories that only the state can regulate, preventing local governments from passing restrictions on these items

Prohibits municipalities, agencies, and political subdivisions from adopting any policies or resolutions—in addition to existing prohibitions on ordinances and regulations—that regulate firearms, knives, ammunition, or related components

Allows individuals whose rights are violated by local firearm regulations to sue the person, government employee (if acting beyond scope of employment), municipality, agency, or political subdivision for injunctive relief and/or monetary damages

Authorizes courts to award court costs, expert witness fees, and attorney fees to prevailing plaintiffs if they provided 90 days written notice to the local government and the issue involves previously settled law
