Outfitters must be 18+, provide valid ID, and carry $1,000,000 personal liability insurance; guides must be 18+ with valid ID and work under a licensed outfitter

Exempts resident landowners and agricultural lessees providing services on their own property, commercial hunting areas, and feral hog hunting facilities

First offense is a misdemeanor with $1,500-$2,000 fine and/or 30 days jail; conviction triggers automatic license revocation for 1-10 years, barring all hunting and fishing licenses during that period
