Redefines "charter school" from "public school" to "publicly funded school" in Oklahoma's Charter Schools Act, effective July 1, 2024

Changes restriction on private schools from prohibiting them from contracting to "establish" a charter school to prohibiting them from contracting to "operate" a charter school

Allows school district boards, public bodies, public or private colleges/universities, private persons, or private organizations to contract with sponsors to operate charter or virtual charter schools

Updates statutory language throughout, including changing "special education students" to "students with disabilities" and "time lines" to "timelines"

Effective date of July 1, 2026, with emergency clause for immediate implementation upon passage and approval
